Since 2003, we have worked to understand the effect that personal budgets are having on the lives of people who need support.

What's working well and what's not?

To help further our research in this area, we have now collaborated with the Putting People First Consortium and Lancaster University to launch the first ever National Personal Budget Survey, also known as the Personal Outcomes Evaluation Tool (POET).

Understanding the real effect of the changes being made is one of the key challenges facing local authorities today.  The National Personal Budget Survey will provide local authorities with the data they need to demonstrate the real impact they are having on the lives of local people and will allow them to listen to and respond to the views and experiences of the people they are serving.

Early findings from the survey already show:

  • Two-thirds (66%) of personal budget recipients and family carers said their quality of life improved.
  • More than half (55%) of personal budget recipients said the level of dignity in their support improved.
  • Over two-thirds reported an increase in control over their support.
  • More than three-quarters (77%) of family carers said they felt more equal partners with expertise to contribute.
  • Just under two-thirds of carers (62%) reported that support to help them carry on caring and remain well had improved.

There are many benefits to local authorities using the survey, including:

  • free use of the evaluation tool and a national quarterly report
  • a localised report showing performance against the national benchmark, with key recommendations for improvement (for local authorities completing more than 50 returns)
  • a free on-site support day (for the first six local authorities providing more than 200 returns)
